How to install a TV Tuner Card?

I got a TBS6981 Windows TV Tuner from an online shop, but failed to install it to my PC. I inserted this card to PCI slot of my computer and installed the driver attached. But after trying some times, still not got signals. Anyone uses such TV Tuner for PC? Especially a TV Tuner for windows 7.
